Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the grim essence of the outgoing year. By day, political struggles are fought: optimistic declarations are delivered from various governments. Considerable effort is devoted on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from across the border, a capability provided through current data. From observation points, military aircraft that had been scrambled to counter approaching cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly becomes grim resignation: maybe the approaching threat won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
With pauses, this continued until dawn. Kyiv greeted the early updates: several casualties, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's essential dependence on external assistance – a reliance that regional partners are evidently unprepared to replace in the short term.
Failed Diplomacy
The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, continue.
Political Considerations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is unrealistic to compel Moscow to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through words or deeds, from believing that the situation will not change more in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be much harder after current events, it remains very improbable that this will change their overall approach.
These two forces are driving the talks.
Conclusion and Outlook
It took a mere seven days to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
