The Former President's Woke Alarm Overlooks The Continent's True Danger: Technological Decline.

Donald Trump's national security strategy offers a flawed view of the European Union. It claims that unrestrained immigration and so-called "progressive" policies represent an grave risk to European civilization. Yet, this argument rests on a fundamental misreading of the reality. The actual challenge confronting Europe is not societal but economic and technological backwardness.

A Glaring Growth Divide Between the US and Europe

Statistics paint a sobering picture. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the EU. Over this period, EU GDP per capita fell from over three-quarters to just 50% of the American figure. Strikingly, even the poorest US state now has a greater average income than several leading EU nations like France and Italy.

Currently, roughly 50% of the global top fifty tech companies are US-based, while only four are European.

The Innovation Shortfall: The Core Problem

The growing disparity is driven by stronger efficiency gains in the United States, largely due to breakthroughs and better use of resources. The landscape of world technology leadership is decidedly American. Over the past fifty years, 241 US firms have scaled into companies valued at more than $10bn, compared with only fourteen in the European continent.

This gap prompts a pressing issue: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is Europe positioned? Most analysts agree it is essentially a contest between two involving the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

Several major factors explain this technological divide.

  • Financing Ecosystem: The United States has a much more robust and agile network for financing new ventures. The EU has yet to establish a true capital markets union, which caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can introduce a service under one set of laws to access a consumer base of over 330 million. The EU, despite a bigger population, is split among 27 different national regimes, creating significant internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, business failure was historically met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, one can find reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to propose serious reform. Key reports on EU competitiveness and the single market highlight the need for sweeping reforms.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of commercial innovation.

The continent still possesses significant strengths: skilled human capital, top-tier schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these foundations could unleash a new wave of venture creation.

Crucially, even if the EU does not become the leader in developing cutting-edge tech, it can still dramatically increase productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now stands at a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. However, if it fails to take decisive action to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in global economic relevance.
